How can cultural diplomacy link higher education and curricular interests with already existing networks of cultural actors and their publics?

Could intergrative cultural projects such as PopCD in PopSci provide durable effectivesness of cultural diplomacy?

Objectives

This Work Package's objective is to develop general recommendations addressed to cultural policies makers on all levels on how to adapt and align cultural policies with market & target groups requirements, taking into account the social, economic and environmental challenges of present day society affecting recipients as well as cultural actors.

More specific, these objectives aim at:

  1. Identifying mechanisms and patterns through which different European public could be better exposed to cultural exchanges, cultural transfer, and cultural diplomacy that bring people and governmentstogether and soften the reciprocal perception.
  2. Identifying enhanced cooperation and cultural diplomacy strategies in bilateral programmes and multilateral networking.
  3. Developing innovative management practices and common European strategies, by encouraging dialogue betweenlarger and more targeted public and enhancing cultural participation.

In order to achieve the objectives, WP7 will provide the project as a whole with tools of long-lasting impact on European cultural exchanges and cultural diplomacy audiences.

These tools are based on the formative and catalytic functions of education and communication, in other words they ensure the widespread of knowledge gathered by all other work packages, on the one hand for a specialised academic public through a Master Program in Cultural Diplomacy located at the Faculty of Political Sciences of the University of Bucharest, and on the other hand for the large and non-specialized public by means of a multilingual Virtual (Digital) Museum hosted by a dedicated platform which will be created by  order of Goethe-Institut Bucharest (owner).

Moreover, general recommendations summarised by WP7 will be presented in front decision makers of the European Parliament.

Specific goals:

  • Design of Interdisciplinary and International Master Program:
    Develop a curriculum for the Master Program in Cultural Diplomacy, based on ARACIS standards, incorporating interdisciplinary modules that address key shifts in cultural diplomacy (e.g., gender equality, digitalization, social inclusiveness).
  • Creation of a Virtual Museum of Cultural Diplomacy:
    Curate and present a virtual museum showcasing "lessons learned" in cultural diplomacy from multiple European countries, offering accessible resources to future practitioners and the general public.
  • Submission of Policy Recommendations to European Parliament:
    Submit a draft of General Recommendations and a memorandum to the European Parliament, creating a legal framework to inform European-scale cultural diplomacy practices.
  • Launch and Promotion of the Master Program:
    Officially launch the Master Program in Cultural Diplomacy, advertise for recruitment, and conduct an admission session, ensuring alignment with the broader project outcomes.
  • Hosting of Brussels Conference:
    Present the final project outcomes, including the Policy Recommendations brochure, at a conference in Brussels, engaging European decision-makers and cultural diplomacy stakeholders through a joint hearing with the CULT and AFET Committees.
  • Launch and Promotion of the Master Program:
    Officially launch the Master Program in Cultural Diplomacy, advertise for recruitment, and conduct an admission session, ensuring alignment with the broader project outcomes.

What we are working on

Strategic Papers

This task involves the development of strategic papers that summarize key findings, challenges, and recommendations for the practice of cultural diplomacy. These papers will align with the broader goals of the project and contribute to shaping cultural diplomacy policies across Europe.

Virtual Museum

This task is focused on creating a Virtual Museum of Cultural Diplomacy, which will curate and present material such as interviews, documents, and multimedia content. The museum will serve as a resource for both scholars and the public, showcasing "lessons learned" in cultural diplomacy over recent decades.

Education programme Cultural Diplomacy

This task involves the design and implementation of a Master's Program in Cultural Diplomacy. The program will incorporate interdisciplinary modules addressing critical issues like gender equality, digitalization, and social inclusiveness, using examples and insights from European cultural diplomacy.

Manual MA program

This task focuses on the creation of a comprehensive manual for the newly developed MA program. The manual will provide guidelines for curriculum design, academic standards, and instructional methodologies for the interdisciplinary program in cultural diplomacy.

Artistic Research

This task engages in artistic research that explores cultural diplomacy through creative and experiential approaches. It will provide insights into how artistic practices can contribute to understanding and promoting cultural diplomacy.

Policy Recommendation

This task involves formulating policy recommendations based on the project's findings, which will be presented to the European Parliament and other relevant institutions. The recommendations aim to influence policy on cultural diplomacy and international cultural exchanges.

Final conference in Brussels

The project will culminate in a final conference in Brussels, where the consortium will present the project's outcomes, including the Policy Recommendations brochure. The event will serve as a platform to engage European decision-makers and stakeholders in discussions on the future of cultural diplomacy.
