How can cultural institutions use social media to enlarge their reach and audience?

How can digital media programs be included in the program of cultural instituions?

Objectives

This Work Package will investigate which new formats of new media and hybrid event formats are particularly effective in the context of cultural transfer.

The aim is to strengthen European awareness, especially among young people, to influence the perception of democratic values-such as diversity - and to counterstereotypical East-West perceptions.

The Duitsland Instituut Amsterdam and the Goethe-Institut Bucharest, two cultural institutions that teach German language and culture abroad, serve as case studies. The Work package pursues three objectives:

  1. to integrate digital media and hybrid community building more effectively and sustainably in the work of cultural institutions in order to make clear the importance of European topics and the possibility of participation
  2. to develop an inclusive and participatory approach to cultural transfer that addresses the accusations of neocolonialism in Western cultural diplomacy formulated by postcolonial theory
  3. to develop communication strategies that help to counteract the reinforcement of national stereotypes in the echo chambers of social media platforms.

Specific goals:

  • Conduct a field survey through workshops with young people from various EU countries to investigate existing East-West stereotypes in the context of the dissertation "Inclusive Cultural Policy: Social Media and Hybrid Community Building in the European East-West Transfer."
  • Analyze the programs of two cultural institutes to assess whether they counteract or reinforce stereotypical East-West perceptions, and evaluate how form and content correlate with effectiveness in addressing European issues beyond national interests.
  • Examine the role of language (both national languages and German as a foreign language) in cultural diplomacy efforts.
  • Develop policy papers, manuals, and communication/community strategies based on best practices, guided interviews with cultural institution actors, and field research on networking with local actors and online activists in Amsterdam and Bucharest.
  • Conduct workshops for cultural actors and young people, where researchers and PhD students will participate as observers to explore opportunities and obstacles in the implementation of new cultural transfer forms.
  • Present and discuss the findings of the subproject at a conference in collaboration with the subproject on "Cultural Diplomacy and Soft Power."

What we are working on

Research

This task focuses on conducting a field survey and research into the East-West perceptions among young people across different EU countries. It will also analyze cultural institute programs to assess how they address or reinforce stereotypes and identify best practices for promoting inclusive cultural policies. A PhD thesis is also being written at the University of Amsterdam (UvA) as part of this work package, which deals with the reorientation of German foreign cultural and educational policy (AKBP) and the potential of participatory, inclusive media use. 

Experience

This task involves organizing workshops with cultural actors and young people to develop communication and community-building strategies. Researchers and a PhD student will act as participant observers to examine the practical challenges and opportunities in fostering new forms of cultural transfer.

Recommendation

Based on the research and workshops, this task will produce policy papers and manuals that can be applied to cultural institutions across Europe. These recommendations will offer strategies for improving cultural exchange and counteracting stereotypes in both online and offline cultural settings.

Summer School Bucharest

This task will involve organizing a summer school in Bucharest that focuses on media literacy, addressing the digital divide in terms of gender and age, and exploring cultural heritage and stereotypes on social media. The summer school will aim to equip young people with the tools to critically engage with media and cultural narratives.
